Dates that wait for a person

The demo makes this concrete. Kaļķu Residence publishes a facade date of 18 November 2026 because that date was already the confirmed date. Harbor Loft’s target moves to 21 November and stays in the approval queue. Otto, the Harbor Loft client, still does not see a date.

The whole sensitive batch waits. Signal does not publish the safe half and hold the rest. Rejecting the review changes nothing and sends nothing. Approving writes the canonical state so the next sync does not reopen the same diff.

A removed source row is not a completed milestone. It is a missing source, and that also waits. A disconnected connection publishes nothing at all.
